CAP Emergency Services (ES), Aircrew – Overview

Goal: Student will be able to

  1. Identify high-level progression and required steps for the various aircrew positions
  2. Find online information to continue self-study

Your instructor: CAP senior since 1995. Previously CAP Pilot, Orientation Pilot, Mission Pilot, Check Pilot Examiner, Mission Check Pilot Examiner, Ground Team member. 2012-2024 inactive. Currently CAP Instructor Pilot (CFII, C-172, C-182), Mission Observer (MO), MO/MS SET-qualified. Soon to be MP again…

How do you find all this information?

  1. Governance: CAP REGULATION 60-3, CAP EMERGENCY SERVICES TRAINING AND OPERATIONAL MISSIONS
  2. Aircrew qualification progression
    • General ES (not covered in this training; see the link in the picture above)
    • Mission Scanner (MS)
      • fly back seat, look for targets, etc.
    • Airborne Photographer (AP)
      • fly backseat, take digital photos, handle processing
    • Mission Observer (MO)
      • fly front right seat
      • assist Mission Pilot (MP)
      • operate CAP radios
      • look for targets (like MS)
    • Transport Mission Pilot (TMP)
      • No specific task items… see SQTR
      • Fly as Pilot in Command to and from operational missions (but not mission sorties), transport personnel and/or equipment
    • Mission Pilot (MP)

      • Requires MS, skills overlap significantly with MO (so can skip MO)
      • fly left seat as Pilot in Command (PIC)
      • WaldoAir Operator (MO+), FEMA damage assessment
        • Pre-flight, prepare flight tracks for MP
        • fly right seat, monitor safety of flight, monitor tracks on tablet computer, assist MP in capturing digital imagery
        • upload images post-flight
        • (no SQTR yet)
  3. How do you become qualified?
    • Learn how to perform various mission-related tasks
    • Demonstrate your ability to perform those tasks (SQTR). Many can be on the ground, some need to be done on an actual training air sortie. Confirmed by Skills Evaluator.
    • Specialty Qualification Training Records (SQTR) for each qualification (MS, MO, MP, etc.)
      • e-Services to track qualifications
      • CAPF-101 “card” shows current qualification status
    • Renew qualifications as needed (recurrency)
  4. Where do you get the knowledge?
  5. How to you keep the qualification?
    • Participate in missions (training or actual)
    • Training missions occur ~monthly (although not recently)
    • demonstrate recurrency, confirmed by Skills Evaluator
    • For Mission Pilots, check ride (CAPF70-91)
